Roosevelt St. Clair David was born on the lovely Island of Nevis, West Indies. He is married to Ileta David, with whom he has shared more than forty years of marriage. He is a proud member of Wesley Methodist Church, where he participates in the choir and serves as a society steward.
He holds a degree in accounting from the University of the Virgin Islands and numerous certificates. Throughout his banking career, he has held various positions including Vice President, Sr. Vice President, and Chief Lender.
Roosevelt launched his bid for a seat in the 22nd Legislature, authoring 50 bills in his freshman year and twenty-five amendments. His legacy of service to the people of the Virgin Islands includes being Chairman of the powerful Rules Committee in the 25th Legislature and Minority and Majority Leader in the 26th Legislature. His solid Legislative record encompasses creative financing for the Garvee Bonds, which allowed for the state-of-the-art Enighed Pond Port Facility, and, in part, the Red Hook Terminal construction.
Additionally, compulsory automobile insurance was put in place. The Drug Dealer Liability Act is also among the many impactful pieces of legislation crafted by David. As a result of his banking experience, he was able to mastermind the Micro Credit Program which provides for small businesses to be financed with unprecedented unsecured loans.
Currently, Mr. David is President and CEO of David's Management Consulting Services and Real Estate. He is also the President and Chairman of the USVI Agravic Investment LInk, LLC. A businessman and owner for over twenty-five years, Mr. David continues to advocate for entrepreneurship.
