I feel like only some teachers give 100 percent to their jobs.

they don't really have extracurricular activities at the high school. They have sports and maybe a few clubs, the school doesn't have enough kids in it to maintain a large number of extracurricular activities. The kids at the school are not motivated to enter clubs other than sports so there really isn't anything to rate. the only sports they actually fund and care about are baseball, football and softball.
