Harpers Mill is a verdant, still developing Chesterfield County suburb

A few decades ago, the master-planned Chesterfield County community of Harpers Mill was little more than gently sloping forests. In the years since developers broke ground, a sprawling suburbia has been crafted, though coves of trees and a careful balance of outdoor amenities preserve its sense of woodsy tranquility. Joined with the more highly developed draws of new homes, highly rated schools and athletic facilities, Harpers Mill has remained a key player in the subdivision boom that continues to fuel commercial and community development along Hull Street Road outside of Richmond. “That whole Moseley area is a hotbed for new construction,” says Scott Dearnley, an associate broker at Joyner Fine Properties with more than 20 years of experience serving the Richmond metro area. “If I have a client say, ‘I love Chesterfield and I want a new home,’ I think somewhere like Harpers Mill. It’s a big neighborhood that’s still being developed with all the amenities that somebody could want.”

Connected subdivisions of complementary new construction

New Traditional homes have been springing up in Harpers Mill’s growing network of cul-de-sac subdivisions since the 2000s. Several builders have continued to develop Colonial Revival, Craftsman and Stick-inspired designs into the 2020s, with sidewalk-lined streets becoming more common through the 2010s. Homes may have as few as two bedrooms are as many as six. This varied housing stock means that single-family homes can go for around $450,000 to $910,000. In 2025, new construction townhouses were listed with prices starting at nearly $400,000. Harpers Mill’s homeowners' association supports the well-manicured appearance of homes and lawns through uniform maintenance and construction standards, and buyers’ dues go toward keeping up the many shared athletic amenities in the development. “It’s a bigger neighborhood with so many people that it keeps the quarterly down,” Dearnley says. HOA fees come down to less than $70 per month for many residents, though that due is more than doubled in the 55+ Kenbrook neighborhood to cover additional maintenance services and amenities.

Chesterfield County schools in and around Harpers Mill

Winterpock Elementary School earns an A-minus from Niche. Winterpock is a true neighborhood school for Harpers Mill, set within it on Elementary Lane Loop; some students walk to school. Bailey Bridge Middle School earns a B-minus. A-rated Cosby High School was designated a National Blue Ribbon School of Excellence in 2015. Cosby is home to Chesterfield County School District’s Health Science Specialty Center. Students interested in the healthcare industry can take advantage of the center’s programs, which include opportunities like dual enrollment courses through Virginia Commonwealth University.

Shared neighborhood spaces and nearby Chesterfield County recreation

Outdoor space and community amenities are central to life in Harpers Mill; more than a sixth of the full development area is reserved as open space or recreation and parkland. Next to the clubhouse, an outdoor swimming pool opens for free swims and meetings of the youth Harpers Mill Manta Rays swim team. Several miles of paved walking and biking trails pass through the community’s forests, connecting separate neighborhoods. Stadium lights automatically illuminate a multi-purpose grassy athletic field from sundown until 9 p.m. Kids feel like they’re exploring Middle Earth when they climb the wooden jungle gym equipment of the themed Hobbit World Playground. Kenbrook has its own set of pickleball courts and fire pit seating area for residents 55 and older. Other Chesterfield County recreation hubs are nearby; aquatics and athletic classes draw members to the Swift Creek Family YMCA on Otterdale Road, and both the Metro Richmond Zoo and Pocahontas State Park are less than 10 miles from home.

Social events for Harpers Mill's residents and guests

Harpers Mill hosts dozens of community events throughout the year, from smaller movie nights to larger-scale annual traditions like National Night Out. The Fall Festival is one of the best-loved traditions. Food trucks, bouncy castles and live music draw neighbors out to the clubhouse, as do other family-friendly attractions like craft booths and a petting zoo. While the festival-style activities go on, old-fashioned trolleys take prospective new neighbors on tours of model homes in the neighborhood.

Getting around the Richmond Metro area

Taking Hull Street Road, also called U.S. Route 360, to State Route 288 starts many commuters on the roughly 30-mile drive to downtown Richmond. There’s a park and ride 6 miles away at the Commonwealth Centre for those that want to avoid typical rush hour traffic by taking a Greater Richmond Transit Company express bus. Outside of that limited commuter bus route, residents rely on personal vehicles to get around. HCA Virginia Health System’s Swift Creek Emergency Room is about 3 miles away on Hull Street Road and Bon Secours St. Francis Medical Center is less than 10 miles away. Richmond International Airport is about 30 miles from home.

Shopping and dining on Hull Street Road

“The Route 360 corridor, all the grocery stores, shopping and dining, is right outside the front of Harpers Mill,” Dearnley says. Publix and ALDI anchor shopping strips at the intersection of Hull Street and Otterdale roads. Plenty of chain restaurants like Chipotle are nearby, but diners can also stop into locally owned spots like The Sand Dollar Beach Kitchen, which serves seafood and smoothie bowls in a teal-toned, surfer-themed dining room. Big box names like Lowe’s and Target are several miles from home in shopping centers along Hull Street Road and more continue to be built as the surrounding suburbs continue to grow.
