Western Hazel Park is a small community in the Greater East Side of St. Paul. “It’s very family friendly — there’s not a lot of nightlife, but there are good parks that people can walk to,” says Mai Vang, a Realtor with eXp Realty, who has lived in St. Paul for more than 30 years. Relatively low housing prices are a draw for some buyers. Vang says that Hmong, Karen, Latino and other cultures often choose the community because they can be close to their network of friends and family. Nearby international markets also provide access to familiar ingredients.

Minority-owned restaurants and stores along White Bear Avenue
Western Hazel Heights is mostly residential, but along White Bear Avenue, “there are a lot of minority-owned restaurants and businesses,” Vang says. She says that NL Oriental Food & Deli is her go-to spot for authentic papaya salad. Residents can pick up fresh produce and house-made salsas from Supermercado Lomabonita, and Htee Sae Mae Ywar carries traditional Karen ingredients. Little Oven is a casual Italian restaurant with generous portions. The Cherry Pit Bar & Grill, just across from it, serves American pub fare. Hmong Village, a popular indoor Asian market, is about 1 mile northwest, and Cub is less than 2 miles away.

Relatively affordable homes in a developed community
Mature maples and oaks shade the community’s gently sloping streets. Some homes rest behind brick retaining walls or atop mounded, grassy yards. Fenced backyards and small sheds or single-car garages line the alleyways. Though a few houses date back to the 1890s, most were built between the early 1900s and the 1970s. “Bungalows are relatively common, and there are some 1970s split-entry houses," Vang says. "There’s not much newer construction, because most of the community is already densely developed.” Listings generally range from $135,000 to $325,000. In greater St. Paul, the overall median housing price is around $325,000.

School choice options in Saint Paul
Children can attend Saint Paul Public Schools, which offers school choice and earns a B-minus Niche rating. The district assigns community schools, but families can also apply for magnet schools around the district. From prekindergarten through fifth grade, the assigned community school is Hazel Park Preparatory Academy, a C-rated International Baccalaureate World School. Battle Creek Middle School also earns a C, and Johnson Senior High School gets a B-minus. Area magnet schools include L'Etoile du Nord French Immersion School, an elementary magnet school with a B-plus score, and Txuj Ci HMong Language and Culture Upper Campus, unrated by Niche, which offers Hmong language classes in addition to the core curriculum. Vang says that B-minus-rated Twin Cities Academy, a public charter school just a few blocks west, is a popular choice for some families.

A variety of recreation near Western Hazel Park
The Hazel Park Recreation Center, just a few blocks east of the neighborhood, has an indoor facility where kids can take slime-making classes or learn to play basketball. Outside, there are ball fields, tennis courts and a playground. In 2024, the city of St. Paul approved a plan to add a bike path along Seventh Avenue East, which runs through Western Hazel Park. When completed, this path will connect with the existing network of bikeways throughout the city.On weekends, many residents drive to Lake Phalen, less than 2 miles northwest. Paved walking trails wind around the water. In the summer months, lifeguards protect swimmers near the sandy beach at the southwestern edge of the lake. Sailing, paddleboarding and kayaking are popular as well. Golfers can play the 18-hole Phalen Park Golf Course to the west of the beach.

Public transit and easy access to the interstate and 3M headquarters
There are Metro Transit bus stops along Seventh Avenue East and White Bear Avenue. Riders can transfer to the new Gold Line rapid-transit buses about a mile south. Despite access to public transportation, many residents travel by car. With the 3M headquarters about 2 miles east and nearby Interstate 94 access, the neighborhood’s location is appealing for some commuters. Regions Hospital, 4 miles southwest, has the closest emergency room. The Minneapolis-St. Paul International Airport is less than 15 miles away.

Freight train noise and emission-control efforts
Freight trains run along the tracks just north of the community, and they can be disruptive for nearby homeowners.Northern Iron’s foundry is about 2 miles west. The Minnesota Pollution Control Agency, which monitors its emissions, is working with the county courts to push the foundry to meet air-quality standards.
