Close-knit community just north of downtown Fresno
Set just north of downtown Fresno, Lowell is a densely populated enclave that received a new infusion of care in recent years after struggling with poor zoning and a lack of funding. One of Fresno’s oldest neighborhoods, the area was first developed in the 1880s and named after 1800s author and diplomat James Russell Lowell. California State Route 180 was introduced in the latter part of the 20th century, segmenting the neighborhood. At around the same time, a zoning change made it easy to replace individual houses and multi-family homes with hastily constructed apartments. As of 2024, the neighborhood has a Cap Index crime score of 9, compared to a national score of 4. Nonprofit organizations like the Lowell Community Development Corporation continuously work with residents to restore housing in the area and promote programs like their community garden. “People who live in Lowell really have a sense of belonging and care for the community,” says Esther Carver, the executive director of the Lowell Community Development Corp. “Every street has its own feel.”

Early 20th-century Craftsman-style cottages
The residences that fill Lowell’s grid-planned streets include mostly one-story Craftsman-style homes and multifamily complexes built between 1900 and 1930. “Lowell used to have a huge rental capacity,” says Joelle Jackson, a local Realtor with SME Real Estate. “They’ve since passed certain codes and laws so that one person can only own so much land in a certain area. It’s allowed more ownership.” Home prices in the neighborhood can range from about $250,000 for a two-bedroom cottage from the 1910s in need of some repairs to about $350,000 for a four-bedroom bungalow that’s been recently renovated. Nonprofit groups, including the Lowell Community Development Corporation, Fresno Urban Neighborhood Corporation and Fresno City College, have invested in restoring some of the neighborhood’s housing.

Exploring the city on Fresno Area Express buses
State Route 180 cuts straight through Lowell on the north side, while downtown Fresno sits just south of the neighborhood, along with Community Regional Medical Center Hospital. To access the rest of Fresno, locals can hop on a Fresno Area Express bus with several routes passing through Lowell. The Fresno Yosemite International Airport is 6 miles away.
Nearby Fresno Unified District schools
Local kids can attend Lowell Elementary School, one of the oldest schools in the city, which receives a C-plus rating from Niche. Students may move on to the C-minus-rated Fort Miller Middle before graduating at the B-minus-rated Fresno High, which offers a Construction Design & Technology Academy.

Locally owned restaurants can be found along Divisadero Street and North Blackstone Boulevard, which form the southern and eastern borders of the neighborhood. Though nearby supermarkets are limited, locals can shop for groceries at Valley Food, a neighborhood market that sells prepared food, like breakfast burritos and enchiladas, in addition to fresh produce. Don Tacha Taqueria is a popular spot for loaded asada fries, made with fresh, thin-cut slices of potato that resemble chips. One of four Di Cicco’s Italian Restaurant Locations is just down the road, where residents can dine on classic Italian dishes like calzone and lasagna.

Community programming at Martin Park
Martin Park is the neighborhood’s central gathering space, operated by Lowell resident Oscar Rodriguez and his wife, Julie, as a safe space for area youth and families. In addition to its playground and children’s activities, the park offers a teen night on Tuesdays, food distribution on Thursdays, and engagement programs with local churches. On the north side, Lowell Community Gardens provides a place for locals to grow their own produce and brighten up the streetscapes with some flowerbeds. In the neighborhood's southeast corner, Dickey Playground features basketball courts, tennis courts and a splash pad.

Lowell has made great strides in recent years, largely thanks to support from organizations, including the Lowell Community Development Corporation, which occasionally organizes fundraisers. Recent events include silent auctions with small bites and cocktails at a local speakeasy.
