Nestled along the banks of the Delaware River, New Castle is a small city with a historic downtown district and a few residential subdivisions and industrial parks around it.
Outside the old city center, New Castle’s residents live in suburban subdivisions filled with homes built in the 1950s and later. According to data on Homesnap.com, the median home sales price as of March 2023 was $241,000, while the median list price was $428,000. If you can afford a property up to $300,000, you can buy a midcentury Ranch-style home, brick Cape Cods or contemporary Colonial Revival with a driveway or attached garage. If you have an even bigger budget, you could find a stately mansion or well-kept historical residence with a relatively low tax burden.
"The senators and former governors who live here build 5,000 square-foot homes," says Chris Cashman, a Realtor with Patterson Schwartz Real Estate and a historic district resident. “It’s great for people looking to escape the high taxes of the northeast.”
Like other schools in the Colonial School District, Carrie Downie Elementary and New Castle Elementary are known for their team-driven teaching approach, called "the Power of We." Teachers structure their lessons through a non-hierarchical system to provide students with innovative learning pathways, access and opportunity.
Residents in the eastern part of the neighborhood tow their kids to play at Rogers Manor Park, an open green space with a playground and athletic facilities largely hidden by a screen of woods around it. The downtown area is also famous for outdoor recreation because of its proximity to the water. At New Castle Battery Park, you can cast a line on the pier or enjoy lunch while appreciating waterfront views. From the park, a secluded trail parallels the river down to Deemers Beach, a rocky strip along the water popular among anglers. "It's great for cycling," Cashman says. "You don't have to cycle on the road and there are lots of areas in the south where it's less populated."
Settlers founded New Castle in 1651 and later made it the capital of the Delaware colony about a decade later. The area’s history is celebrated in various ways. At Jessop's Tavern, servers wearing tri-corner hats and other colonial garb bring out dishes on large paddle-style serving boards. In June, the city celebrates Separation Day with parades, festival events and a fireworks show to recognize when Delaware split from Pennsylvania to declare independence from the British.
Wilmington is about six miles upriver, so New Castle residents are a short drive from restaurants, businesses and civic institutions in the state’s largest city. In addition to being the main road leading to the metropolitan hub, US Route 13 is where many of the area’s residents visit supermarkets and big box stores or dine at local restaurants and national franchises. The New Castle Farmers Market is a highway landmark. Its large warehouse and parking lot bazaar are filled on the weekends with vendors selling various goods, including fresh flowers, craft beer, motorcycle saddlebags, contractor tools and vintage watches. Among the local eateries, the Dove Diner is open 24 hours a day and was recently remodeled, bringing a fresh and clean Art Deco style to its walls and fixtures that make the familiar vinyl upholstered booths even more comfortable as you enjoy a stack of pancakes or a patty melt on rye.

Nestled between the Delaware River and Interstate 95, Collins Park in New Castle offers a comfortable place to live, entrenched in history and the state's business-friendly climate. Bounded partly by the Interstate 295 corridor and the Delaware Memorial Bridge, Collins Park is a mix of residential neighborhoods and industrial parks with warehouses and light manufacturing centers. However, its historic downtown district on the riverfront gives the community charm. Low state taxes also help bring in new residents and businesses. "Old New Castle, which is a cute historic area, is really close," says Michael Wilson, an associate broker with Fox-Roach-Greenville Realty. "A lot of people are coming from nearby metropolitan areas, whether it's Philly, Baltimore, or D.C. Real estate taxes are low, and there's no sales tax here. When you compare us to other areas, we're very well-priced. Delaware is a great place to retire." Home prices in Collins Park start at around $150,000 to $200,000 for modest ranch-style homes with about 900 square feet of living space. Most of the homes here were built in the 1950s when they tended to be smaller, more contemporary split-levels and ranchers spanning 1,500 to 2,000 square feet. These homes mark the top of the local housing market at around $300,000 to $370,000. On New Castle Avenue and Landers Lane, two of the community's main thoroughfares, commuters and shoppers can board regional DART buses to reach downtown New Castle and nearby Wilmington, the state's largest city. Wilmington Manor is a neighborhood worth exploring, full of comfortable brick homes and compact, well-kept yards. “This community is a great place to live and to raise a family,” says Pamela Juarez. She is the manager of Crickets Tree Service, which has been in the community for over 20 years. “The neighborhood is home to many different cultures and family dynamics. And everyone gets along. There is a large retiree and senior citizen population here that everyone appreciates. The Howard J. Weston Community Center for seniors is always doing things for the neighborhood, like having picnics for the kids.” For potential buyers in the market for homes on the smaller side, the subdivision of Wilmington Manor may be an ideal option. Homes tend to have between one and three bedrooms. Ranch-style homes are popular in Wilmington Manor. Brick colonials and split levels are also plentiful. Most homes were built between the 1940s and 1960s. Most sit back from the streets with private driveways. All but a handful have attached garages. Home prices run between $250,000 and $375,000. Because Delaware has low real estate taxes and no sales tax, the state draws potential homebuyers from nearby metropolitan areas, including Philadelphia, Baltimore and Washington, D.C. Wilmington Manor schools are part of the Colonial School District. Children may begin school at Wilmington Manor Elementary. The school includes kindergarten through fifth grade and holds a C-plus rating from Niche. George Read Middle School also has a C-plus rating. From there, they move on to William Penn High School, which has a B rating. For years, the school has held the state’s largest blood drive in coordination with the Blood Bank of Delmarva. Students in the school’s Allied Health Program assist with the drive. Wilmington University, a small, private college, is also in the neighborhood. The school focuses on degree programs in nursing and business administration. Lt. Szczerba Memorial Park at Penn Acres is 7.5 acres. The park, named in honor of a fallen police officer, has walking trails and a large playground with climbing structures for children. Wilmington Manor Garden Park is 10 acres and offers walking paths and a sprawling playground with jungle gyms and swings. Cape Henlopen State Park and Atlantic City are a day trip away for those who seek the sun and seashore. U.S. 13, which runs through the middle of Wilmington Manor and New Castle, is lined with retail stores, small businesses and restaurant chains. Here one can find Home Depot and Ross Dress for Less. If it’s time for grocery shopping, Parivaar Supermarket carries the essentials. While the New Castle Farmer’s Market, open Thursday through Sunday, sells used merchandise, it also carries farm fresh produce. When it comes to dining out, Wilmington Manor residents are 3 miles from historic Old New Castle, a nearby charming historic district with a vibrant restaurant scene. To grab a meal close to home, locals can enjoy the many fast-food restaurants along Route 13. The Dog House has been serving hot dogs since 1952. Locals love the vibrant color scheme in the newly renovated Dove Diner. As the weather gets hot at the end of June, locals head to Wilmington’s Rockwood Park for the state’s biggest picnic and ice cream festival. The summer event includes lots and lots of ice cream, kids’ activities, live music, food and fireworks. The People’s Festival, held in August, is an annual tribute to reggae singer Bob Marley, who lived in Wilmington for some time. Not only can attendees expect to hear great music, but they may also visit the Children’s Village and the Healing Garden, dine at the international food court and shop arts and crafts from around the world. Wilmington Manor is considered car dependent. Interstate 295 skirts the community’s northern border. The neighborhood is less than 5 miles from downtown Wilmington via U.S. 13 North. Downtown Philadelphia is 35 miles via I-95. Wilmington Airport is just over a mile south of U.S. 13. New Jersey beaches are about 85 miles via the New Jersey Turnpike.
