The regional park hosts a Dragon Festival, celebrating Asian-Pacific cultures with a dragon boat race among other activities. Phalen Regional Park is an outdoor getaway with paved trails around Lake Phalen and a golf course. You can enjoy Lake Phalen from the beach, bring your kayak or sign up for sailing lessons. The park is also where you can experience the St. Paul-Changsha Friendship Garden, Minnesota’s premier sister-city China friendship garden. Take a minute to enjoy the manmade waterfall in the park, originally used to replenish the lake when the water level was receding in the 1950s. More often than not, I wonder about my safety in my neighborhood/area in contrast to police being there when they need to be. Especially in the summer I can't go down the street to the store without getting catcalled. Additionally, I've called local police about noise complaints about the house across the street from me several times, but I doubt if anyone gets sent. It still happens.
