A massive agriculture site is slated to be redeveloped in a mixed-use housing proposal that adds to a surge of development activity for Buckeye, Arizona.
Landowner Rexco LLC, through the entity Grand View Buckeye LLC, has proposed Grand View Arizona, a new master-planned community spanning 2,200 acres. The plans, filed Aug. 12, include 5,060 homes within a roughly 750-acre residential village, alongside commercial uses and an employment district.
The land, previously used for agricultural purposes, including a 550-acre dairy farm, has a maximum of 6,500 units. The bulk is planned for single-family homes, with about 20% of the 750 acres dedicated to multifamily developments.
"The permitted uses focus on attracting high-wage employers in advanced manufacturing, logistics, aerospace, and related industries, while allowing a limited amount of residential and commercial development to support a complete community," Rexco stated in its project narrative.
The proposed site is located in east Buckeye, about 3.5 miles south of Interstate 10 and bisects both Buckeye Canal and Union Pacific Railroad. The developer is requesting a rezoning of the land from single-family, light industrial and rural residential to a community master plan distinction.
Rexco is working with Norris Design for land planning and Colliers Engineering & Design for civil engineering, according to project documents.
Adding to growth in Buckeye
Located about 40 miles west of Phoenix, the city of Buckeye is one of the fastest-growing cities in the metropolitan area, with its population growing more than 20% between 2020 and 2024, according to CoStar's analysis of U.S. Census Bureau data.
As of August, the average home value in Buckeye is $444,840, which is behind both the Phoenix metropolitan area and U.S. average, according to Homes.com.
Should the project move forward, Grand View Arizona will join other master-planned communities in the city of Buckeye. That includes Verrado, a 20-year-old community that's also in east Buckeye, which continues to grow with new shopping center developments; and Teravalis, a massive 37,000-acre development in the early stages in northwest Buckeye by Howard Hughes Corp.
For Rexco, beginning work will first require annexing more than 1,900 acres currently under Maricopa County jurisdiction into the city of Buckeye. That initial proposal is set to be heard at a Buckeye City Council meeting later this month, according to project documents.
Rexco filed its initial project documents with the city of Buckeye in October 2023 and submitted four additional versions before the proposal scheduled for review was heard by the Planning and Zoning Commission on Aug. 12. At the meeting, the team requested a continuance for it to be heard at an October meeting, which was granted by the commission.
