Popular park system steps away from Roosevelt-Phalen Center
As one of the neighborhoods on the Greater East Side of St. Paul, Roosevelt-Phalen Center is known for its diversity. The area is home to a sizable Hmong population, whose culture is reflected in the commerce, the schools and the seasonal events. Residents are also steps away from Lake Phalen, the East Side’s prime recreational spot. “There’s tons of recreation, with multiple lake systems connecting to each other in that area,” says Tom Yang, an agent with Realty Executives who has 15 years of experience selling in St. Paul. “There’s a river where you can canoe or kayak, lots of bike trails ¬— all walking distance from that neighborhood.”

Lakeside parks and golf within walking distance
Residents are within a mile of the well-maintained walking trail encircling Lake Phalen, the centerpiece of Phalen Regional Park. The lake spans nearly 200 acres, with a boat launch, a scenic waterfall and a swimming beach. Phalen Golf Course is open to the public and features 18 holes on the lake’s western shore. To the north, Keller Regional Park offers another public lakeside golf course, hiking and biking trails and an archery range. Tuj lub, a traditional Hmong game played with spinning tops, is another common pastime. “There used to be fields at Keller for the Hmong top sport, but the city just invested in making the area much larger — it’s the size of a soccer field,” Yang says. The expansion is slated for completion in June 2025. Closer to home, Ames Lake Park offers walking trails around a small pond ringed with wildflowers.

A blend of townhomes and 1950s ranch-style houses
About 75 percent of Roosevelt-Phalen Center residents are renters, and apartments make up the bulk of the property mix. Most single-family homes are ranch-style builds dating to the 1950s, with small yet tidy front yards. Mature trees and paved sidewalks line the residential streets, and many properties include built-in garages — a useful amenity, as hail risk is high in the Twin Cities. Home sales are infrequent, but townhomes recently sold for $200,000 to $250,000, and ranch-style homes might be priced from $250,000 to $325,000.

Hazel Park Preparatory Academy from pre-K through grade 8
Hazel Park Preparatory Academy serves students from pre-kindergarten through eighth grade and receives a Niche grade of C. Johnson Senior High School receives a B-minus and hosts the district’s Aerospace & Engineering Academy. Students in grades 6 through 8 can also apply to attend Txuj Ci HMong Language and Culture Upper Campus just south of the neighborhood. Currently ungraded by Niche, Txuj Ci schools serve the Hmong community with language immersion and a strong cultural focus.
Hazel Park Preparatory Academy is a PreK-8th grade IB World School in the Greater East Side.

Authentic cuisine and apparel at Hmong Village
The Hmong Village shopping mall is adjacent to the neighborhood, offering dozens of Asian restaurants and stalls selling everything from traditional apparel to fresh produce. Authentic rice noodle soups like pho and khao poon are popular offerings. “Hmong Village is a pretty happening place,” Yang says. “People go there to shop for clothing, veggies and fruit, or just to go eat.” More groceries are available from Cub Foods and Aldi in the northwest corner of the neighborhood.

Dragon boat races at Lake Phalen in July
In July, Lake Phalen pays homage to the area’s Asian-Pacific community with the Dragon Festival. Dragon boat races highlight the one-day celebration, which also features live performances, martial arts, games and Asian cuisine.
The Dragon Boats are large canoe-like vessels fitted with ornately carved dragon heads and tails and are raced at the Dragon Festival each year on Lake Phalen.
Visitors can enjoy a refreshing tropical beverage at the Dragon Festival.

Getting around on Metro Transit buses
Metro Transit buses stop on Maryland Avenue East on routes serving downtown St. Paul, 4 miles away, and the Minneapolis-St. Paul International Airport, 12 miles away. It’s a 14-mile drive to central Minneapolis via Interstate 94, which swings by about a mile south of the neighborhood. The closest major medical center is Regions Hospital, about 3 miles away near downtown St. Paul.

First Hmong Assembly of God Church on Geranium Avenue
The neighborhood is home to one of the Boys & Girls Clubs of the Twin Cities, a nonprofit that provides enriching after-school programs and summer camps for area youth. First Hmong Assembly of God Church on Geranium Avenue holds regular Sunday services. Since the church parking lot is small, the surrounding streets can be packed with cars on Sunday mornings.
