Foreclosures continue to rise as the market returns to pre-pandemic norms and homeowners struggle with high payments and other economic pressures.

November saw a total of 35,651 properties with some stage of foreclosure filing across the U.S., according to a recent report from analytics firm ATTOM. This represents a 3% decline from the previous month, but a 21% year-over-year increase. This marks the ninth consecutive month of rising foreclosures.

Foreclosure starts were up 17% compared with November 2024, while completed foreclosures rose 26%.

Still, the overall number sits below the pre-pandemic average. Mortgage delinquencies hit 3.22% of the market in the first quarter of 2020, according to the Federal Reserve Bank of St. Louis. Foreclosures were at only 2.58% in the second quarter of 2025, the most recent calculation available.

“While these numbers show continued upward movement, overall volumes remain well below historical highs,” ATTOM CEO Rob Barber said in a statement. “The data suggests the market is still normalizing as some homeowners contend with higher housing costs and shifting economic pressures.”

One in every 3,992 homes nationally had a foreclosure filing in November. Delaware led the nation with a foreclosure filing for 1 in every 1,924 homes, followed by South Carolina (1 in every 1,973), Nevada (1 in every 2,373), New Jersey (1 in every 2,511) and Florida (1 in every 2,565).

However, Florida saw the most foreclosure starts with 2,819. Texas was second (2,612), followed by California (2,090), New York (1,146) and Illinois (1,057).

Of cities with populations over 1 million, Philadelphia had the worst rate for the month: 1 in every 1,511 homes had a foreclosure filing. However, several major metros had their largest declines of the year, such as Boston, where foreclosure starts dropped from 186 in November 2024 to 130 last month, and Miami, which saw a decrease from 768 to 607.
