San Rafael Elementary is the only public school located within Annandale's official boundaries, between Avenue 64 and Lower Arroyo Park on Nithsdale Road just down the street from the San Rafael public library. It is part of the Pasadena Unified School District. Approximately 400 students in kindergarten through fifth grade are educated at San Rafael Elementary every year, with a 30:1 student-teacher ratio that is slightly higher than the statewide average of 23:1. The school has a positive reputation, with students reported to have above average performance in both English language arts and mathematics compared to other schools in the district. San Rafael Elementary has bilingual learning programs for students who speak Spanish or Mandarin at home, but specifically offers dual-immersion Spanish and English language programs so all students have a bilingual foundation no matter their background. Like other Pasadena Unified School District schools, the school adheres to Common Core Standards that were revised by the district in 2014. In addition to before and after school programs for working parents, San Rafael Elementary offers a preschool program with morning and afternoon sessions.

San Rafael is a fantastic community school. The education is top notch. Our child has been attending for three years now and we find the teachers to be warm and supportive with an approach that is child focused. The parent community is wonderful as well, very involved which leads to so many fun events for the kids. The Spanish emersion is so special, our son is now comfortable striking up conversations in Spanish. The general approach of the school to student difficulties and bullying is based on restorative justice which I appreciate because I don't think vilifying elementary school kids is the right approach to rectifying things.With that said we have not encountered bullying. Can't recommend this school enough I do wish the district put less focus on standardised testing especially with DILP Schools as some of the lower grade students may not be ready for a standardised test in the language that they are learning and test lower than their actual level.

Our family loves San Rafael Elementary. The teachers are engaged and challenging. Having our kids go to a dual immersion Spanish program has been wonderful. Our family had a wonderful experience at San Rafael Elementary School. The teachers are kind and taught reading, writing, and speaking in Spanish.
