Creighton's East End revival is reshaping the neighborhood

Creighton is a neighborhood in Richmond's East End undergoing a major multi-phase revitalization. Just outside of Church Hill and Peter Paul, the community offers both established homes and newly developed multi-family housing. Organized by Richmond Redevelopment and Housing Authority and guided by resident input, the master plan includes new public parks, playgrounds and community buildings. Construction of modern apartments and single-family homes along Nine Mile Road began in late 2023, and the area is continuing to develop more mixed-income housing options. The neighborhood has active gathering places, including the Creighton Court Community Center, and residents are a short drive from Church Hill and Downtown Richmond.

Ranch homes, bungalows and new development

There are two distinct sides of Creighton’s housing market: Creighton Court, and the established single-family homes surrounding the court. 1920s bungalows and mid-century ranch-style homes sit next to brand-new rowhomes on roads like Tuxedo Boulevard and Selden Street. The Creighton Court area has both long-standing affordable housing units and newly developed mixed-income apartments and townhouses. In total, the development project is adding roughly 200 new units to the area, ranging from detached single-family options to quaint, one-bedroom flats. Prices typically range from the mid-$100,000s to the low $300,000s. “It’s definitely an up-and-coming neighborhood,” says Daphne MacDougall, a Broker with the Steele Group Sotheby’s International who has been working in the Richmond area for over 15 years. “It's far and away one of the most affordable neighborhoods in the city,” she adds. With a median of around $235,000, the neighborhood tends to be more affordable compared to nearby communities like Woodville and Church Hill North, which have respective medians of $260,000 and $410,000.
